Sanctions Notice - Terrorism, Syria and Ivory Coast

TERRORISM AND TERRORIST FINANCING

HM Treasury has renewed the final designation in respect of Nabeel HUSSAIN under the Terrorist Asset-Freezing etc. Act 2010.  Nabeel HUSSAIN is therefore a Designated Person for the purposes of the Act.  Persons who are the subject of a designation under and within the meaning of the Act are also designated persons for the purposes of the Terrorist Asset-Freezing (Bailiwick of Guernsey) Law, 2011 and are subject to the asset freeze and other prohibitions in relation to designated persons in the Guernsey law.

 

SYRIA

Council  Regulation (EU) 36/2012 imposing financial restrictions against Syria has been amended by Council Implementing Regulation (EU) 2015/108 in relation to three individuals and an entity; the individuals and the entity have been re-listed but the statements of reasons for the listing have changed.  A copy of the Implementing Regulation can be found on the website of the Official Journal of the European Union at http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=OJ:L:2015:020:FULL&from=EN

The individuals and entity are: HAMCHO, Mohammed; JABIR, Ayman; Qaddur, Khalid and HAMCHO INTERNATIONAL.

 

IVORY COAST

Council Regulation (EC) 560/2005 imposing financial sanctions against Ivory Coast has been amended by Council Implementing Regulation (EU) 2015/109.  One entry has been removed from the consolidated list and is no longer subject to an asset freeze.  A copy of the Implementing Regulation can be found on the website of the Official Journal of the European Union at

The entry is: DJEDJE, ALCIDE.

 

MEASURES WHICH SHOULD BE TAKEN

All businesses must familiarise themselves with the changes referred to above and the relevant restrictive measures and prohibitions in Bailiwick of Guernsey legislation.  

All businesses must check whether they maintain any accounts or otherwise have any kind of relationship with any natural or legal person, entity or body designated under the legislation and treat any accounts, funds or economic resources belonging to, owned, held or controlled by a designated person, entity or body as frozen with immediate effect if this is not already the case. Businesses must report any findings to the Policy Council immediately. Businesses must also refrain from making any funds or economic resources available directly or indirectly to or for the benefit of any designated person, entity or body.
