Sanctions Notice - Syria

​Please be advised that there has been an amendment to the sanctions regime in relation to Syria.  Measures which should be taken as a result are set out at the end of this notice.

SYRIA

Council Regulation (EU) 36/2002, as implemented by the Syria (Restrictive Measures) (Guernsey) Ordinance, 2012, the Syria (Restrictive Measures) (Alderney) Ordinance, 2012 and the Syria (Restrictive Measures) (Sark) Ordinance, 2012, has been amended by Council Regulation (EU) No 1323/2014 with effect from 14 December 2014.

The amendment has immediate and automatic effect in the Bailiwick.  It introduces a prohibition on the sale, supply, transfer or export, directly or indirectly, of certain specified jet fuel and fuel additives to any person, entity or body in Syria, or for use in Syria.  There is also a prohibition on providing related financing or financial assistance, including financial derivatives, as well as insurance and reinsurance, and on providing related brokering services.

The new prohibitions are subject to certain derogations and exemptions. 

MEASURES WHICH SHOULD BE TAKEN

All businesses must refrain from carrying out the prohibited activity referred to above and must also check whether they have any business relationships with persons who are or may be involved in such activity.  Any findings must be reported to the Policy Council immediately.
